民族地区的基本公共服务均等化:涵义、现状水平的衡量

摘　　要：本文对民族地区基本公共服务均等化的独有内涵和范围进行解释,并构造一个加权计算式框架,以此衡量各区域的均等化水平。数量结果显示,民族地区的基本公共服务"均等化"水平低于全国和东部地区,最大的差距体现在基本医疗和基础教育上,其次是财政支出和基础道路设施。This paper interprets the equalization of the basic public services at Minority Nationality Autonomous Areas. We construct a model to weigh the equalization levels of these basic public services. It reveals that the levels at Minority Nationality Autonomous Areas are far lower than the National and East region ; and the ultimate gaps are the basic medical treatments and basic educations, as well as the financial expenses and basic road networks.
