公共治理的方法论缺陷:对辩证法的异用和对辩证法的漠视

摘　　要：观念决定思维,思维决定方法,方法决定行动,行动决定结果。如果公共治理主体的方法论存在缺陷,不仅会制约公共治理主体的观念和思维的发挥,更重要的是会影响公共治理主体的行动结果。目前,我国公共治理主体的治理能力不足,治理的方法论也存在缺陷。在公共治理的"多元共治"机制尚未建立起来的情况下,一些公共事务得不到有效治理,这很容易引发公共危机。提高公共治理的水平和能力,要从加强公共治理主体的方法论教育抓起,特别是要加强对其进行系统论的教育。If the governing methods are not effective, then the governing body＇s intention cannot be fully accepted. And as a result, it will fail to produce effects in dealing with public affairs. At present, China＇s governing body lacks strong capacity to deal with all the public affairs. Besides, there are drawbacks in its governing methodology. As the scheme of＂multiple governing＂ hasn＇t been established, some public affairs cannot be solved efficiently or even may turn into public crisis. The ways to improve the governing level and capacity should begin from strengthening the governing body＇s systematic studying of methodology.
