摘　　要：农村义务教育在我国全面建设社会主义新农村、构建和谐社会当中,具有基础性、先导性和全局性的重要作用;普及和巩固农村义务教育,是深入实施科教兴国战略和人才强国战略的根本保证;实施农村教师素质提高工程,是教师队伍建设的重中之重。The rural compulsory education is vital to the construction of the socialist new countryside and social harmony. The popularization and strengthening of the rural compulsory education ensures the science-based and talent-relied growth of the national power. Improvement of the quality of the rural teachers is key to the construction of the teaching troops.
