摘　　要："穷人经济学"的居住权的实质,就是关于住房的制度安排,能否取得利益表达和社会稳定之间的平衡。基于"居住权是基本人权"和"居住权又是穷人的生存权"的命题,必须解决好穷人的居住的生存问题。既不"经济"又不"适用"的经济适用房并不具备"穷人经济学"应有的道德关怀,应着力构建真正适于并服务于穷人的廉租房机制。The essence of ＂poor people＇s economics＂ lies in the institutional housing arrangement for the balance between interests guarantee and social stability. Since the residence right is both the fundamental human right and the living right of the poor, it is very important to see to the residing conditions of the low - income families. The practices prove that the ＂economical houses＂ are far from satisfying the human care fro the poor, so the paper proposes the building of low - rent house mechanism.
