摘 要:对奥运期间北京市道路网运行情况进行跟踪监测和综合分析,是保障奥运交通运行和总结奥运交通运行特征,评价各类奥运交通保障措施的重要手段.本文首先介绍道路网运行分析的基础——交通拥堵评价指标体系,主要包含综合指标和特征指标.结合拥堵评价的综合指标和传统的速度指标,以北京市浮动车系统采集到的大量数据为基础,从拥堵强度、拥堵空间分布、拥堵时间分布、路网速度"四维"角度,对北京市五环路及其以内快速路、主干道、次干道和支路在奥运前、奥运会赛事期间和残奥会赛事期间道路网运行状况进行对比、分析.结果表明,奥运期间路网整体处于"畅通"等级,各等级道路运行速度明显提高,奥运交通保障措施综合作用效果显著.Monitoring and analyzing road traffic performance is a key method to ensure the Olympic traffic operation and evaluate the traffic demand management policies. In this paper, the traffic congestion evaluation index system, which is used as the basis for performance analysis, is first introduced. It consists of comprehensive indices and characteristic indices. Using the comprehensive indices and the traditional speed indices, real - time road traffic data are collected by Beijing Floating Car System. The data of expressways, arterial roads, some of the secondary roads and branch reads inside the fifth ring road are selected as the evaluation objects. Then, Beijing read traffic conditions are compared among pre-Olympics, during the Olympic Games and during the Paralympics Games from the aspects of traffic congestion evaluation and road speed indices. It is concluded that the road traffic is in the level of unblocked during the Olympic Games and the Paralympics Games. The read speed increases obviously and the compesitive traffic ensuring policies perform effectively.
