摘　　要：高校学生申诉制度作为高校内部的一种行政纠错机制,以学校对学生的特殊行政关系为基础,具有准行政复议的性质。现行高校学生申诉制度由于在机构设置、人员组成、程序效力等方面存在诸多问题,导致制度运行中出现价值偏离。统一申诉处理委员会的组织规则、规范处理程序、明确权限与效力,是完善高校学生申诉制度的必要之举。The university student appeal system based on the special administrative university - eration. Due to the inadequacy in institutional problems exist in the current university student system. To perfect the university student is an administrative error-correcting mechanism within universities. It is student relationship and has the nature of quasi-administrative reeonsidset-up, personnel composition, and the procedure effectiveness, many appeal system, which has led to value deviation in the operation of the appeal system, the Appeal Committee must unify its organization rules, standardize its operation procedure and specify its power and efficiencies
