摘　　要：随着当今世界人才及教育的竞争日趋激烈,基础教育的发展越来越受到世界各国政府和教育界人士的重视。虽然各国基础教育改革与发展的背景、原因、动力各有不同,但林林总总的教育改革现象背后,我们能够看到世界各国基础教育改革价值理念的趋同性,即都体现了教育普及、教育质量、教育绩效的时代追求。With the tense competition of worldwide talents and education, the development of basic education has aroused more and more attention of each government and the people in educational circle. Although the reform,developmental background,cause and developmental power of basic education in each country are different,and through the educational reform phenomenon,we can find that there is a common tendency among the worldwide basic education,that is,the pursuit of popularization,quality and performance of education.
