摘 要:政府机关人力资源管理在我国推行"人才强国"的战略中处于枢纽地位,它可以被看作一个主要由选人、育人、用人和留人四个环节进行循环运动以期达到整个人力资源管理动态平衡的生态环流系统。目前,由于四个环节在衔接上存在问题,导致政府机关人力资源管理系统的局部失衡,影响到整个系统的正常运行和政府效能的发挥。而要优化政府机关人力资源管理,最大限度地提高政府效能,就必须实现各环节的动态平衡和人力资源管理的优化。Summary of the essay: Human resources management for government agencies is a hub for implementation of China's " the country with talented people" strategy, which can be seen as an ecological circulation system which is composed of electing the people, educating, employment and staying at job , and these four parts cycle to achieve the whole dynamic balance of Human Resources Management. At present, due to the problems of four areas, local imbalances of human resources management system for government agencies affect the normal operation of the entire system and the efficiency of government. To optimize human resources management for government agencies and to maximize the effectiveness of the Government, it is necessary to achieve the dynamic balance of the various aspects and optimize the management of human resources.
