摘　　要：建立系一级教学质量保障体系是搞好全面教学质量管理的基础。教学质量保障体系包括四个方面:教学质量保证系统、教学质量监控与评价系统、教学质量管理系统、教学辅助系统。本文着重讨论建立系级教学质量保障体系的六个方面:①树立正确的教学质量观;②制订有效的,定期的教学质量检查措施;③全程监控教学质量;④实施教师培训计划及考核制度;⑤培育优秀系文化环境;⑥与时俱进、不断完善系级教学质量评估方案。Setting up a quality assurance system at departmental level can lay a sound foundation for the total quality management in the university. Quality assurance system consists of four aspects： the system of teaching quality assurance, of teaching quality monitoring and evaluating, of teaching quality management, and of teaching assistance guarantee. This paper aims to make proposals for setting up a quality assurance system at departmental level, which focuses on six aspects： a. An agreement on quality policy; b. teaching quality monitoring c. Evaluation of teaching and learning; d. Staff appraisal and staff development; e. A satisfactory culture mix; f. Quality audit.
