摘 要:为实施高校创新团队的战略管理,建设高绩效的高校创新团队,借鉴平衡计分卡的功能和结构,在构建高校创新团队战略地图的基础上,设计基于战略的高校创新团队绩效评价体系.该指标体系结构上分5个纬度、3个层次,在指标内容上,也实现了财务指标与非财务指标、短期评价与长期评价的高度统一,将高校科研发展战略的设定与战略实施、能力评价有机地结合,从而为我国高校发展战略的制定、内部资源配置以及业绩评价提供了一个基本的分析框架,既提高了高校整体创新水平,又注重指标体系的可操作性.China's university innovation team's achievement appraisal system should be designed based on a strategic foundation map. To implement this team's strategic management in a way that ensures high achievements, it should borrow the function and structure of a balanced scorecard. This mandates system structure being divided into 5 branches with 3 levels. Appraisal content must have a high degree of unification of financial norms and non-finan- cial norms as well as appraisal of short-term and long-term goals. Organic unification of the university scientific research developmental strategy followed by its strategic implementation will provide a basic analytic framework to evaluate the successful formulation of China's strategy for university development. This will improve internal resources deployment as well as simplify appraisal of achievements, raising the whole innovation level at Chinese universities. The proposed system paid great attention to the indicator system's feasibility.
