摘　　要：西部农村教育的进一步发展,亟需脱离就教育论教育的局限,转而从文化战略的高度审视教育,在国家逐步改善教育投入和办学条件的同时,通过全力打造教育文化软环境的方式来弥补硬件的不足,较快提升西部农村教育与文化发展的水平,走出一条与东部、与城市不同的发展道路。The departments concerned thought about the development of education only based on education in the past and now examine it at cultural strategy level. It is pointed out in tiffs article that while the departments concerned gradually improve education investment and conditions of running schools, they should try their best to construct cuhural soft environments to make up for. file shortage of hardware, which can raise educational and cultural development level in western rural areas and takes a different developmental road from that for eastern and urban areas.
