摘　　要：日本新干线(高速铁路)近45年0死亡率的运行记录,来自于他们几十年如一日并贯穿始终的"安全第一"管理理念,强烈的预防灾害意识,采用先进成熟的技术,但不一味地追求最先进的指导思想,贯彻一整套的法制程序和严格的技术"认证"体系,具有准确无误的行车指挥系统和严密的检修体系与检测和维修制度等。"他山之石,可以攻玉"。在此,总结和介绍日本铁路的成功经验,对于我国城市轨道交通业的安全保障,具有重要的参考价值。The operation record with zero mortality of Japan Shinkansen for 45 years is based on their management idea of 'safety first', strong disaster prevention awareness, advanced and mature technology but not pursuing the most advanced guiding ideology, a set of legal procedures, the severe technology certification system, the accurate traffic control system, the strict overhaul system, as well as the examination and maintenance system. In this paper, the successful experiences of Japan Railway are introduced and summarized, which have important references for safety guarantee of China urban rail transit industry.
