摘　　要：文章通过比较不同国家调整或加快高校建设的诸般做法,探索国内高等教育围绕贯彻党的教育方针、培养合格人才的根本任务,适应市场经济,开展与社会和企业广泛多层面合作,强化"一校多区"管理,提高学校管理效益的方式、方法,尝试提出有利于高等教育发展的部分政策调整设想。Through comparative study on the practice of different countries in adjusting or accelerating university construction, this paper aims to explore ways for institutions of higher learning in China to conduct a wide range of collaborations with society and enterprises, to strengthen management of ＂one university, multiple campuses＂, and to improve efficiency of university management in order to accomplish the fundamental task of carrying out the national educational philosophy and cultivating qualified personnel, and adapt to the market economy.
