摘　　要：随着社会经济的发展，我国传统的高校科研管理呈现出种种弊端和不足。为适应新时期高校科研发展需要，高校科研管理逐步深化改革．与时俱进，构建新的管理模式，建立“政策上激励人、感情上留住人、体制上吸引入、实行目标管理和服务管理、加强信息化管理、实行和谐管理”的创新管理体系，探寻新的科研管理办法，推进我国科技创新发展。Various shortages of traditional management of science and research have appeared in universities along with the social and economic development in our country. In order to meet the requirement of scientific development in colleges and Universities, according management should be reformed step by step, forming new management style, creating new, humanized, encouraging and effective management system and searching for new method to emhance the development of science and technology in China.
