摘 要:本文对美国、英国、日本、加拿大、新加坡等国的特殊教育经费的投入和使用情况进行了分析后提出国际特殊教育经费使用的六大趋势:有明确的法律依据和担保;拨款额度日益增大;对不同层次的政府、学校以及个人所拥有的权限和职责有明确规定;资助对象主体从特殊学校转向到残疾儿童少年;特殊教育经费的资助范畴是以残疾儿童少年的"特殊需要"为依据进行设立;重视对特殊教育经费使用的监督。在此基础上,指出我国目前特殊教育经费使用和投入存在的问题,并提出要加大经费投入,提高对随班就读残疾儿童少年的投资比例,延展特殊教育经费资助的残疾学生年龄范围,扩大特殊教育经费的资助范畴等的建议。On the basis of the analysis of the input and use of special educational funds in the United states, United Kingdom, Japan and Singapore, the article puts forward six international trends of use of special educa tional funds: being guaranteed by specific laws; increasing fiscal appropriation; making detailed stipulations of rights and responsibilities for governments of different levels, schools and individuals; the supported subjects changing from special educational schools to children with disabilities; the funding categories being created by "special needs" of children with disabilities; paying attention to the supervision on special education funds using. The article further points out the problems in current fmancial input and use of Chinese special education, suggests that the special educational budgets should be increased, the financial investment ratio to children with disabilities in inclusive schools should be improved, the age range of special students supported by special educational funds should be extended, and more categories of financial supports to special education should be added.
