摘 要:农村教育问题始终受到党和国家的重视。在改革开放30年之际,党的十七届三中全会提出发展农村基础教育的新战略;在新中国成立60年之际,十一届人大二次会议再次将这些战略作为年内工作重点。理解农村基础教育的新战略,义务阶段教育需要以均衡发展为目标,以提高质量为重点,高中阶段教育需要以加快普及为目标,以发展职业教育为重点。为保证农村基础教育的发展,需要澄清义务教育均衡发展与非义务教育协调发展的关系,需要澄清普及高中阶段教育与施行高中阶段义务教育的关系,同时需要以高质量的教师队伍保证农村基础教育发展新战略的落实。Rural education has received much attention by the party and state all along. When 30th anniversary of reform and opening-up approaching, the third Plenary Session of the 17th CPC Central Committee proposed a new strategy in developing basic education in rural areas. When New China welcomes her sixtieth birthday, 11th National People's Congress second conference will focus their work on the strategy again. To understand this new strategy in developing basic education in rural area,at compulsory stage,education needs to target of balanced development and focus on improving the quality; while at senior high school stage, education needs to target at speeding up the popularization and focus on developing vocational education. To ensure the development of basic education in rural area,there is a need to clarify the relationship between balanced development in compulsory education and harmonious development in non-compulsory education, and the relationship between popularization of senior high school education and implementation of compulsory education in senior high school education stage. At the same time,it requires groups of high-quality teachers to guarantee the implementation of this new strategy.
