摘　　要：官僚机构是教育制度变革最重要的主体之一。官僚机构不仅是教育制度变革的接受者,而且是教育制度变革的制定者、参与者和推动者。官僚机构凭借自身的"优势"影响着教育制度变革的设计、制定与实施。官僚机构对教育制度变革施加的"影响"具有一定的限度。Bureaucratic institutions serve as principal bodies of educational transformation, for they are not only institutions to reveive, but also to make, participate and advocate the educational transformation. They make use of their own superiority to influence the making and implementation of the relevant policies.
