摘　　要：文章主要针对目前教育资源在网络上被使用过程中,经常被任意复制、修改、传播等问题,根据使用控制ABC模型和微软的权利管理服务策略(RMS),提出了使用XrML来定义证书实现教育资源的使用控制的策略,并介绍了具体的执行过程。In order to solve the problems, such as being copyed, changed, transferred arbitrarily and so on, when the educational resource is used on the internet, the article develops a new method that defining licenses using XrML according to the ABC model of Usage Control and the Microsoft Rights Management Service. It also introduces how to define and implement the licenses in the following.
