对农村中小学现代远程教育工程存在问题的分析

摘　　要：本文通过文献研究,对2003-2007年农村中小学现代远程教育工程现存的问题进行了系统梳理,发现在基础设施建设、资源建设、人力支持与培训、普及应用、投入与管理五项影响远程教育发展的因素中,人力支持与培训、投入与管理两项中反映的人力资源问题,是影响工程可持续发展的关键环节。文章就工程设计和现实条件两个方面对该问题的形成进行了深入分析,并对今后如何发挥好管理者领导力的引领作用和教师运用能力的核心作用方面提出了建议。Five areas of outstanding issues in Modern Distance Education Project in Rural Primary and Middle Schools are identified in this study,namely,infrastructure construction,educational resources development,human resources and training,investment and management,and popularization and application,with popularization and application heavily influenced by the former four. Two areas of problems are especially serious:human resources and training,investment and management. They are the key areas to be broken through to ensure a sustainable development. Leadership,application and support from management,teachers and technical staff are critically demanded. Scientific investment,systematic planning of training,and content-led application strategy are suggested for future practice.
