论高等教育公益性的缺失及应对

摘　　要：高等教育公益性原则,体现在对增进社会公共利益和追求平等的教育价值的实现当中。然而,高考招生指标分配的地域失衡;过度向重点高校倾斜的政策取向;招生过程中的教育腐败;文凭的滥发和不合理的收费政策等,无一不导致现实中高等教育公益性的缺失。在应对上述问题以保证高等教育公益性的过程中,政府的政策引导与宏观调控至关重要,高校的自律和社会的监督亦不可或缺。The commonweal of higher education embodies in the promotion of the social public interests and the realization of the equality of the educational value. However, the commonweal of higher education has been lacking in the reality since the enrollment is unbalanced in the geographical distribution, the policy makers favor the top universities in excess, the educational corruption exists in the enrollment, the diplomas is conferred indiscriminately sometime and higher education tuition fees policy is unreasonable. In response to the above problems and ensuring the realization of commonweal of higher education, the governmcnt＇s policy guidance and macro - control are essential, and the self- discipline of colleges and universities and community supervision are also vital.
