摘  要:全纳教育是兴起于20世纪90年代的一种国际教育思潮,公平、公正是全纳教育的核心内涵,在教育治理主体多元化的今天,面对流动儿童上学形势日益严峻的问题,各治理力量有着不可推卸的责任,必须要从思想上重视起来,本着以公平、公正为核心的全纳教育理念逐步消除城乡二元格局、提高社会平等意识以及加大对落后地区的教育支持,保证流动儿童的基本教育权利得以实现。Inclusive education is a trend of international education emerging in the 1990s, the fairness, justice are the core of inclusive education, the main body of governance in the education today is diverse, facing the problems of increasingly grim situation of migrant children to attend school, the governance body has not shirk the responsibility, we must pay attention to it from the idea, and gradually eliminate the urban-rural dual structure, raise the awareness and increase the support to the education of the backward regions, ensure that the rights of migrant children's education can be achieved based on the fair, just the core of the inclusive education idea.
