私立(民办)高校评估的基本形式和主要模式研究

摘　　要：私立高校的存在和发展需要来自外部的控制力量,外部控制力量主要有政府、市场和学术权力三种。这三种外部控制力量分别对应行政评估、认证评估和自我评估等三种评估基本形式。私立高校评估模式由这三种基本形式组合而成,主要有"自我评估+认证评估"、"自我评估+行政评估"和"自我评估+认证评估+行政评估"三种。上述各种评估模式的产生均有其独特的客观必然性,不能简单断定优劣。但是从发展趋势上来说,单调的评估模式不利于私立高校的健康发展,多种评估形式并存的私立高校评估机制是未来发展的方向。The existence and development of private institution of higher learning need the external control power, while the external control power is mainly from the government, the market and the academy. These three external control forces correspond to the following three basic evaluation forms, administrative evaluation, certification evaluation and self-evaluation. The evaluation modes in private institution of higher learning are the combination of these three basic forms, i. e. , ＂self evaluation ＋ certification evaluation＂, ＂self-evaluation ＋ administrative evaluation＂ and ＂self evaluation ＋ certification evaluation ＋ administrative evalua- tion＂. The production of above evaluation models has its own unique objective necessity, not simply due to strengths and weak- nesses. While from the development trend, single evaluation mode is not benefit to the healthy development of private institution of higher learning and the multi-forms of evaluation forms will be the future direction of development.
