农业院校处级领导干部队伍建设调查与分析——以沈阳农业大学为例

摘　　要：对沈阳农业大学处级领导班子和处级领导干部队伍建设调查分析结果表明,农业院校处级干部队伍建设成绩比较显著,领导班子和干部受到了广泛好评,干部队伍有较高思想政治素质和较强的敬业精神,领导班子成员间团结协作,较好地履行岗位职责,在勤政廉政、服务意识等方面也获得了较高的评价。处级领导干部在驾驭能力、工作效率、管理水平和创新能力等方面与人们的期望还存在一定差距。因此,要创新干部队伍的选拔方式,建立健全处级领导干部竞聘上岗机制;增强干部忧患意识、责任意识和创新能力,完善干部队伍的考核评价体系;提升干部综合素质,深入探索干部队伍的培养机制。The survey-based analysis of the College/Department-chief-level leading cadre＇s ranks building of Shenyang Agricultural University shows that both the department-chief-level leading team building and the College/Department-chief-level leading cadre＇s ranks building of the agricultural colleges and universities have made significant achievements; the leading teams and cadres are widely praised; the leading teams are possessed of high ideological and political quality and strong dedication; and the leading-team members are highly appraised for their unity and cooperation, fulfiling their duties conscientiously, clean-handed administration and sense of service. Nevertheless, it is admitted that insufficiencies still exist among the College/Department- chief-level leading cadres in the aspects of control ability, efficiency, management level, capability of innovation, etc. Therefore, it is suggested that innovative methods be taken to select cadres at all levels; a competitive mechanism be established for the College/Department-chief-level-leading-cadre post; the senses of crisis and responsibility and the ability to innovate be strengthened and perfected among the College/ Department-chief-level leading cadres; the leading cadre＇s assessment system be improved; the leading cadre＇s comprehensive quality be further raised; and the leading-cadre-training system be further explored.
