英国合作办学的行业规范与新加坡对外来教育服务的管理

摘  要:英国的高等教育机构对办学质量和办学声誉相当重视。为了规范与外国机构进行的合作办学活动,英国高等教育质量保证机构与英国的高等教育机构合作,共同制定了合作办学的行业规范。这些规范不仅保障英国高等教育机构在办学活动中的主导权,也引领或影响着区域性和全球性规范的制定,对我国制定或修改中外合作办学的有关法规具有借鉴意义。对于外来教育服务,新加坡采取了十分开放和市场化的管理办法。管理的主要对象是外来课程本身,与外国教育机构合作的既可以是本地的大学,也可以是营利性的私立学校和提供教育服务的公司;在新加坡提供外来课程服务只需在政府相关部门注册即可,大学开办的外来课程则无须注册,课程的质量等问题由大学自己负责;对外来教育服务颁发的证书和文凭的认可与否由用人单位或行业协会决定。Higher educational institutions in the United Kingdom put heavy emphasis on its service quality and reputation. For this purpose, the HEIs, in co-operation with the UK Quality Assurance Agency for Higher Education (QAA), have entered into the Code of Practice for the Assurance of Academic Quality and Standards in Higher Education: Collaborative Provision. This document ensures the leading role of UK HEIs in their collaborative arrangements with overseas institutions, influences rules-making, either regional or global, and many of its principles are worth China learning in its regulation of foreign education services in the country. The Singapore government has taken an open and market-oriented policy in its regulation of non-local education services in Singapore. The major target of the policy is the non-local education program, rather than its providers. Local providers (other than universities) that seek to offer in Singapore non-local programs co-operatively with overseas universities must register the programs with the Singapore Ministry of Education via its Private Schools Section. The providers are to be responsible for the quality of the programs and the recognition of the certificates, diplomas and degrees is at the discretion of employers.
