对中国农村贫困地区卫生人力资源开发的政策建议

摘　　要：目的:了解农村贫困地区卫生人力资源现状,发现其中存在的问题,并提出相应的建议。方法:抽取全国6个省的13个样本县,调查其中的51家县级医疗机构,121家乡镇卫生院;分别采用了现场调查和函调以及问卷调查、个人深入访谈、专题小组讨论等方法。结果:我国农村贫困地区卫生人员总量不足;卫生队伍结构不合理、整体素质不高;贫困地区卫生技术人员的收入水平与其创造的价值不相匹配;卫生人力资源配置"缺编"和"空编"问题并存;乡村医生的身份和职业定位不清。建议:构建适应贫困地区卫生人力开发的医学教育体系;继续以农村贫困地区适宜性卫生人才为主线,引进、培养和使用人才;通过定向培养、职称评定、工资待遇等政策,调整农村卫生人员队伍结构;营造良好的农村卫生人才环境,稳定农村贫困地区的卫生人才。Objective：To analysis the status of health human resources in poor rural area in China,find the problem, and corresponding countermeasures and suggestions are prosposed.Medthods：using letter investigations and field investigation,individual depth interviews and panel discussion.Results：Some problems were found about health human resources of the county health institutions in poor rural area, such as the health human resource was not enough,and the human resources allocation was unreasonable;the income of health human resource could not match their hope;the station and the vocation of country doctors were not clear, etc. Suggestions：Reconstructing the medical human reso- urces;adjusting the structure of rural health workers by targeted training,assessment title and other policies;creating a favorable environment for rural health professionals to stable the rural health personnel in poor area.
