摘　　要：中国经济改革最成功的经验，同样适用于教育改革：开放教育改革的讨论，开放教育投资，让任何实验都能正常进行，结果可以由社会公众来评价，或者让历史来检验。A fresh outline for the near-to long-term development of China's education system was unveiled in late February, and public comments were invited. At a recent Caixin roundtable, experts applauded the new document drafted by the Ministry of Education. They also urged opening the nation's rigid education system to serious policy debates, new investment and more experimentation. Some have suggested moving universities from under the government's administrative hierarchy while giving them more freedom to draft curricula, select and admit students, and set faculty promotion criteria. On the financial side, the heads of many universities are calling for more fiscal freedom, and replacing short-term project funding with long-term investment programs. Meanwhile, experts say requests for more leeway should be accompanied by more accountability and closer social scrutiny of educational institutions.
