教育公平呼唤“以县为主”转向“以省为主”

摘　　要：根据我国义务教育法,义务教育经费的投入"以县为主"。由于我国各省市区经济发展不平衡,贫困县义务教育经费很难得到"足额"保证,造成了区域间一系列的教育不公平。建议义务教育经费投入由"以县为主"逐步转向"以省为主"。According to China＇s compulsory education law, the investment of compulsory education is county-based. Because economic development of each province and municipality is not balanced, the compulsory education funds of poor counties can not be guaranteed, which results in a series of unfair education between regions. This paper suggests that the investment of education funds should be gradually changed from county-based to province-based.
