摘　　要：以广播电视大学为依托成立社区大学,由其引领、推进终身教育工作有着独特的优势。在终身教育体系构架下,常州社区大学的功能定位是成为全市终身学习的指导中心、终身教育的信息中心、终身教育的研究中心以及高等教育大众化的参与主体、职业技能培训的整合基地、基础教育的拓展平台。为充分发挥常州社区大学的功能,需要在领导、政策、管理、服务等机制运行方面不断完善。Based on Radio ＆ TV University, guided and promoted by community universities, life-long education has got its unique advantages. Under the framework of life-long education system, Changzhou Community University will function as the city guidance center, information and research center, as well as the subject of popularization of higher education and integration base of vocational skill training and the development platform of basic education. In order to fulfill all the functions of Changzhou Community University, we should gradually perfect the operational mechanism in the fields of leading, policy making, management, and service.
