体制改革是我国成人高等教育发展的必由之路

摘　　要：我国成人高等教育在办学体制上的多元化以及办学形式上的多样化造成了招生的无序竞争和管理上的混乱。经济利益最大化驱动下展开的不惜代价、不择手段的生源大战,导致了教学质量的严重滑坡和教育资源的严重浪费,严重影响了我国成人高等教育的健康发展。改革我国的成人高等教育办学体制、规范成人高等教育管理已经成为历史的必然。本文分析了我国成人高等教育的现状,提出了改革我国成人高等教育办学体制、建立全国统一的办学体系和质量保证体系、建设国家开放大学的理念。The pluralism in the shool-running system and diversification in the school-running torms m adult higher education leads to a disorderly competition in enrolling new students and chaotic management. Under the activation of maximizing economy benefits, schools begin to contend for students unscrupulously and at any cost. As a result, it - causes the education quality to go steadily downhill and the severe waste of teaching resources. All of these mentioned above affect seriously the healthy development of adult higher education of our country. It has become a historical necessity to reform the system of school-running and regulate the management in adult higher education. This article analyzes the present situation of adult higher education in our nation, and meanwhile, it puts forward a thought which advocates to reform the system of school-running in adult higher education so as to establish a unified system in school-running and guarantee the quality of teaching and finally to found a national open university.
