摘　　要：新时期做好高校高学历、高职称人员(简称"双高"人员)党员发展工作是高校党建工作面临的一项新课题,是推动高等教育事业又好又快发展、建设和谐校园的需要;认真研究和把握"双高"人员的特点,探索有效途径和方法,积极主动地做好高校"双高"人员党员发展工作,对新时期加强高校党的自身建设、落实科学发展观具有重大而深远的现实意义。In the new era , bettering the development job of the Communist Party of China（the CPC） members in university - high educated, high - title personnels （referred to as ＂double high＂ staff） is a new topic in the face of Party - building work in tmiversities, and it is also necessary to promote sound and rapid development of higher education and to build a harmonious campus. It is of great realistic and far - reaching significance to strengthening the Party＇ s selfbuilding and implementing the scientific concept of development in conscientiously studying and grasping the ＂double high＂ characteristics of persons, exploring effective ways and means, proactive work of patty development in the ＂double high＂ members.
