论基于需求的教育资源配置系统观

摘　　要：来源于经济学的教育资源配置观是一种教育资源供给主导配置的分配观,客观上存在一定的局限性。其实,教育资源的配置不等于教育资源的分配,它实质上是一种以客观需求为主导的系统行为,而不是以供给为主导的、孤立的随机行为。概括地说,教育资源的配置就是指,根据某一待配教育系统已构建的教育目标系统对各种教育资源在质与量及其它属性等方面的需求而进行的配备和依据这些教育资源本身的性质特点及其之间的相互关系而进行的布置,以构建、完善和维护能最大程度地实现该教育系统之系统目标的教育资源系统。Educational resource deployment derived from economics is to deploy educational resource on the basis of supply-orientation,which has its limitation on objective.In fact,the deployment instead of distribution of educational resource is not a supply-oriented random behaviour but a demand-based systematic perspective.In general,the deployment of educational resource is on the guidance of the educational goal and on the basis of demand to deploy all the educational resources in consideration of their characteristics and the relationships between them in hope of constructing,perfecting and safeguarding the whole educational resource systems.
