高校实验室安全与环保的现状分析和对策研究

摘　　要：目前多数高校实验室废弃物直接排放，严重污染环境的现状不容忽视。导致实验室污染呈递增态势的主要因素是法律、法规不健全，国家层面缺乏制度安排，政府对环保投入不足，高校内部缺乏有效的管理机制以及在实验室安全建设上硬、软件缺位。治愈实验室污染顽症的根本措施在于加强实验室安全立法，制定实验室的相关标准与技术规范，加强安全文化建设，建立实验室环境管理体系，加大政府的环保投资强度，加强实验室安全和环境信息能力建设等。At present, the direct discharge of waste in most laboratories of colleges and universities, as well as the status of serious pollution of the environment can not be ignored. The main factors of leading to laboratory pollution which becomes increasing trend are in the following aspects： the laws and regulations being not perfect; the lack of institutional arrangements at the national level; the government＇s investment insufficient in environmental protection; the lack of effective management mechanism within the colleges and universities; the vacancy of hardware and software for the construction of laboratory safety, etc. The fundamental measures for curing the chronic problem of laboratory pollution are based on that as follows： to enhance laboratory safety legislation, to work out laboratory-related standards and technical specifications; to strengthen the safety culture construction, to construct the management system of laboratory environment, to increase the strength of the government＇s investment in environmental protection, to enhance the capacity construction for laboratory safety and environmental information, etc.
