摘　　要：教育政策的有力执行是实现政策目标、推进教育公平的关键环节。政策执行过程就是将政策的抽象规范转化为具体行动的过程",解释""、组织"和"实施"是政策执行中三种最为重要的行动方式。其中"解释"为政府推进教育公平奠定了思想基础;"组织"为政府推进教育公平在组织机构和策略上做好了准备;"实施"则从执行机构提供服务、设备和经费的角度为政府推进教育公平提供了保障。Powerful implementation of educational policy is the key link in achieving the policy aims and improving the educational equity. The process of policy implementation is to convert the abstract rules into concrete actions, with interpretation, organization and application being the three most important ways of action. For the government to advance educational equity, ＂interpretation＂ provides the ideological basis; ＂organization＂ prepares the organizational structure and strategies; and ＂application＂ offers a guarantee by providing service, equipment and funds.
