俄罗斯转型期非国立高等教育政策变迁分析

摘　　要：在俄罗斯非国立高等教育近20年的发展中,其赖以生存的教育政策环境数次发生变迁,政府对非国立高等教育的态度由昔日的鼓励、扶植逐步走到后来的规范、管理,期间各种变迁都是政府利益诉求的结果。分析其原因,主要是政策决策者结构单一、对新型的非国立高等教育缺乏理论思考、政府短期行为所至以及历史的惯性选择等四个要素。During the past 20 years of development of Russia＇s non-national high education,its educational policy environment,which he relied on,undergo several outbreaks of change.Government＇s attitude towards non-national higher education changed from encourage,support to regulate,manage gradually.All these changes are due to the result of Government＇s interest.The main reasons include single structure of policy decision makers,lack of new theoretical consideration of non-national higher education,short-term government behavior and inertia historical elements.
