摘　　要：本文基于服务行政的视角,概括了高校服务行政有限、法治、民主、有效等特征。提出构建高校"服务行政"模式,要树立科学的行政价值观和绩效观,处理好学术权力与行政权力的关系,建立健全"服务行政"制度、推进民主管理和决策及提高服务行政效率。This paper analyzes the university de-administration reform from the view of service-administration, argues that the ＂de-administration of the university＂ is not to get rid of administration, but to use the new mode of ＂service- administration＂ instead of traditional administration. The university service-administration should have some characteristics such as power limitation, rule of law, democracy and effectiveness. Furthermore, the university administrative reform should also set up the right sense of administrative value and performance assessment, deal with the relation between academic power and administrative power, establish the ＂service-administration＂ institution, advance the democratic administration and improve service-administration effectively.
