摘　　要：教育制度的形成、变革与运行必定有其观念前提,但这并不意味着观念是教育制度的基础和来源,因为教育制度观念本身还另有前提。教育制度观念是教育实践的产物,教育制度的形成、变革与运行有其客观的实践基础。教育实践尤其是教育交往实践是教育制度产生的现实基础。The formation,change and operation of the educational system must have its concept premise.But this does not mean that concepts are the foundation and source of the educational system as for the concept of the educational system has other premise.The concept of the educational system is a product of the educational practice,and the formation,transformation and operation of the educational system have its own objective practical basis.Educational practice,especially the practice of educational exchanges,is the real basis of the generating of the educational system.
