科学发展观指导下的高职院校人才资源能力建设

摘　　要：科学人才观的内涵体现了人才资源是第一资源。高职院校应克服在观念和体制方面的障碍,加强人才资源能力建设,坚持把品德、知识、能力和业绩作为人才标准,通过深入学习实践科学发展观活动,推进机制创新,加强基层党建工作和机关作风建设,提升教师的专业化水平,创新高职院校教师文化,营造人才建设的良好环境,促进高等职业教育又好又快发展。The connotation of the concept of scientific talents embodies the human talents resources being the primary resources.Higher vocational college should overcome the conceptual and institutional barriers,strengthen the capacity-building of human talents resources,and adhere to the talents standard of morality,knowledge,capability and achievement.Meanwhile,through the activities of in-depth study and practice of the scientific concept of development,higher vocational college should promote institutional innovation,enhance the Party building at the basic level and construction of organs＇ working style,upgrade the professional level of teachers,innovate teachers＇ culture in higher vocational college,and create a good environment for the building of human talents resources,thus promoting the sound and rapid development of higher vocational education.
