摘　　要：成人扫盲作为社会和教育问题最近在工业化国家兴起。文中阐述20世纪70年代早期的西欧及北美国家对此问题的认知程度以及制定国家标准以确保社会的文化程度,加强公众意识,增强成人扫盲和基础教育实践与政治意志的关系。以欧洲南部和北美国家为参考,深入分析法国和美国。Adult Literacy as an extensive social and educational issue in industrialized countries is rising.This paper elaborated the degree of awareness of this complex issue in Western European countries and North America since the early 1970s.It draws up various national criteria to ensure a literate society： strengthening public awareness,enhancing adult literacy and the practice of basic education,and political will.Taking southern Europe and North America as the reference,an in-depth analysis was made to French and United States.
