摘　　要：美国纽约州儿童青少年特殊教育进程分为推荐、鉴定、建议、实施、年度复查和三年鉴定六个步骤,纽约州有科学的程序对儿童进行评估,家长、学校和社会共同参与保证了每个儿童都有接受特殊教育的权利。我国应在完善法律法规、整合不同资源、规范评估过程等方面进一步加强,以促进我国特殊教育事业的蓬勃发展。This article mainly describes the six steps of the special education procedures for children and youth in New York State and the inspiration to Chinese special education.The author thinks that scientific assessment and great integrity guarantee the children with special needs to have an opportunity accepting special education.Therefore,we should perfect these aspects,such as legislation,resources and assessment to develop Chinese special education.
