摘 要:伦理为教育政策提供道德基础,对教育政策的制定有着特殊意义。但我国当前教育政策的主导模式是精英模式,在教育政策的伦理价值选择上,存在着固有的缺陷。即在问题的认定上,表现为精英价值取代了社会价值;在目标的确认上,表现为形式上的公共利益取代了实质上的公共利益;在方案的选择上,表现为精英认知取代了社会期待;在权力运行上,表现为以行政权力指导学术权力。重建教育政策伦理基础,根本的途径在于推进教育政策制定主体的转型,现实的选择是强化教育政策的伦理基础,提高教育政策主体主观伦理责任,使教育政策伦理价值制度化。Ethic serves to provide educational policies with moral bases and plays a special role in the making of educational policies.But the elite pattern,the guiding pattern in the making of the present educational policies of our state was born with some defects in the choice of the ethic value of the policies.In terms of prepositional decisions,elite value takes the place of social values;in terms of the confirmation of targets,formal public interests take the place of actual public ones;in terms of the choice of designs,elite recognition takes the place of social expectations;and in terms of the exertion of rights,administrative rights direct academic rights.On purpose of rebuilding the ethic bases of educational policies,the fundamental way lies in advancing the shift of the policy-making agents,and the desired choice should aim to strengthen their ethic bases and the subjective ethic duty of the agents,and their ethic value is supposed to be systematized.
