摘  要:把均衡发展作为义务教育的重中之重,是教育事业发展的必然要求。由于多种原因,我国城乡义务教育供给存在着较明显的差距,阻碍了城乡义务教育均衡发展目标的实现。下一步,应重新划分各级政府职责,健全公共财政体制;加强督导评估,完善义务教育均衡发展评价体系;统筹城乡教育资源,优化城乡教师配置;坚持义务教育多渠道筹资原则,实现城乡义务教育供给的多元化。To take the balanced development of compulsory education as the top priority is the inevitable requirement for educational development. Owing to a variety of reasons,there is an obvious gap between the supply of China's urban and rural compulsory education,which hinders the realization of balanced development between urban and rural areas. It is suggested to redistrict the responsibility of various levels of government and perfect public finance system; strengthen supervision assessment,and perfect the assessment system of balanced development of compulsory education; balance rural and urban educational resources and optimize rural and urban teacher allocation; stick to multi-channel financing principle and realize the diversity of rural and urban educational provision.
