摘　　要：本文首先分析了教育政策伦理的构成,认为教育政策伦理包括教育政策伦理价值、教育政策伦理规范和教育政策伦理实践三个层次,并在构成分析的基础上,论述了教育政策伦理的具体要求。最后,根据教育政策伦理的构成与要求,总结了教育政策伦理的特点:理论与实践的有机统一,现实性与理想性的统一,社会主流价值一般属性与教育政策的特殊属性相统一,贯穿整个教育政策过程,教育政策道德性的基础。This paper first analyzes the constitution of educational policy ethics, including the value, norms and practice of educational policy ethics. Then, on the basis of the analysis of the constitution, it explains the specific requirements of educational policy ethics. Finally, based on the said constitution and requirements, it summarizes the characteristics of educational policy ethics ： unity of theory and practice, unity of reality and idealism, and unity of the general character of major social values and the specific character of educational policies all of those exist in the overall process of educational policies and in the basis of educational policy morality.
