摘  要:农村初中义务教育阶段辍学现象与素质教育的要旨"面向学生全体"相背离,而辍学学生作为农村新成长劳动力素质的高低直接影响着社会主义新农村建设。如何解决农村初中学生辍学问题是义务教育和新农村建设的最根本问题。本调研报告首先陈述了农村初中义务教育阶段学生辍学现状,进而分析了造成辍学现象的体制性障碍并提出了相应的对策与建议,即坚持"以人为本",改革学校课程内容和评价制度,坚持为"三农"服务的办学方向,大力发展农村中等职业教育。The drop-outs in rural middle school deviate from the essence of quality education with "for all students".While the drop-out students’quality,as the new growth of rural labor force,directly affects the building of new socialist countryside.The most fundamental problem in rural compulsory education and new rural construction is to solve the drop-out problem.The research report begins with present situation of dropout in compulsory education in rural middle school,and then analyzes the institutional barriers of resulting drop-outs and the corresponding countermeasures and suggestions,which adhere to the"people-oriented"and reform the school curriculum and assessment system;adhere to direction of running the school,which serves for "agriculture-rural areas-farmers" and rapid develop the rural secondary vocational education.
