摘　　要：借鉴现代生态学的理论和方法,通过高技能人才生态系统内部构成、外部环境,系统特性和功能的分析,研究从政府、培训机构、人才市场和用人单位等全方位进行高技能人才数量扩大,素质提高、评价激励、合理流动的整体开发。Based on the study of modern ecology theories and methods,through analyzing the composing of high-tech talents ecosystems,external environment,system features and functionality,the paper researches on the overall development of high-skilled talent,which covers quantity expanding,quality increasing,assessment and a reasonable flow from the government,employer,training institutions and talents market.
