摘　　要："美国优质教师证书委员会"(ABCTE)是产生于21世纪初的新型教师资格认证机构。它设计了"教学证书通行证"和"熟练教师证书"以取代传统的教师资格认证,直接体现了联邦政府有关"高质量教师"的理念,是选择性教师培养路径时代美国教师资格认证的改革与创新。American Board for Certification of Teacher Excellence is the new organization for teacher licensing created at the beginning of the 21st century. ABCTE has designed Passport for Teaching Certification and Master Teacher Certification which are substitutes for the traditional teacher license. ABCTE＇s new certifications are based on the conception of federal government＇s ＂highly qualified teacher＂ , which are the innovation of the American teacher certification reform in the era of alternative routes for teacher preparation.
