摘　　要：通过研究MARPOL 73/78防污公约及交通运输部发布的关于提前淘汰国内航行单壳油轮的有关规定和政策,对国内油运市场和油轮船东可能造成的影响进行初步分析,提出落实淘汰政策需要从单壳油轮的判定、"船舶防止油污证书"的签注、船舶的改建或新建等方面进行,海事监管应加强对油轮船东的宣传,把好建造中船舶检验质量监督关、日常检查关等。By means of studying the regulation and policy of eliminating of the single-hull tankers stated by the MARPOL73/78 Convention and relevant notification issued by Ministry of Transportation,author analyzes the impact on the domestic oil transportation market and ship owners of oil tanker,provides information to identify a single-hull tankers,and gives some suggestions for the ship survey organizations,the maritime safety administration and some other stake holders to implement these regulations effectively.
