我国公共教育支出的理论与实践探析

摘　　要：根据公共产品理论确定和划分教育产品(服务)属性,以确定公共教育支出的内容和范围。本文从分析公共教育支出的理论入手,针对我国建设人力资源强国现实需要和"教育先行"的方针政策,分析了目前公共教育支出的现状和存在的教育支出不足、支出结构不平衡等主要问题,提出应加大公共教育支出力度、优化教育支出结构、不断拓展筹资渠道等政策建议。This paper begins with the theory of public education expenditure,hile focusing on China＇s practical needs of building a nation with strong human resources and its ＂First goes education＂ policy,it analyzes main issues such as the current status of public edu-cation expenditure,the lack of current education expenditure,and the imbalance in expenditure structure.The paper further proposes sev-eral recommendations to policies,including increasing public education expenditure,optimizing education expenditure structure and con-tinuing to broad financing channels.
