公平:义务教育政策制定的首要价值标准

摘　　要：由于教育决策主体的复杂性和多元性,这就导致了教育决策价值标准的复杂性和多元性。在教育政策多元价值标准中,必然要有一个主导的、首要的价值标准,这个主导的、首要的价值标准就是"公共利益"价值标准,也就是"公平"价值标准。因此,只有坚持教育政策"公平"价值标准的首要性,才能平衡各种教育利益需求之间的矛盾和冲突,达到教育的公平。Because the education-policy-makers are complex and multiplex,the value standards of education-policy-making are complex and multiplex.Among the multiplex value standards,there inevitably has a dominant one.This dominant value standard just is the value standard of ＂public interests＂,or ＂fairness＂ value standard.Therefore,only insist the dominant status of ＂fairness＂ value standard in education policy,we can balance the contradiction and conflict between each kind of education benefit demands,achieving the fairness on compulsory education.
