摘　　要：分析了课题制中的委托代理关系及其存在的问题(逆向选择问题和道德风险问题),建议通过建立科研信息公共平台、健全科研诚信管理机制、加强委托代理各方的沟通等方式来完善课题制管理。The paper analyses the principal-agent relationship in project management and its existing problems（adverse selection and moral hazard）.It suggests that project-based administration could be improved by establishing public science research information platform,integrating trust management mechanism in research and strengthening the communication between principal and agent.
