摘　　要：公共教育资源配置中各种有违教育公平原则的行为有其天然不合理性,重组势在必行。这就要求结合教育发展的趋势,从重组的理念重塑、结构再造、人力资源、生源与财政资源入手形成路径依赖,消除原有教育资源配置的弊端,完善教育权利保障与权利促进,确保公共教育资源重组及惠及广大弱势群体,实现教育公平和健康发展。It is naturally unreasonable for various practice to go against the principle of education fair,so we must reorganize public educational resources.Taking into account the trend of education development,this paper starts from remodeling ideas,restructuring,human resources,source of students and financial resources of reorganizing to form path-dependent and eliminate the drawbacks of the original allocation of educational resources.Then the authors believe these are the good ways to realize educational fair and healthful development by perfecting the protection of the rights and the promotion of the rights to achieve the premise of the paths,ensuring reorganization of public educational resources to take care of the benefits of vulnerable groups.
